A friend sent me this OpEd by Daniel Rezneck writing for The Hill.  Daniel traces the anti-war sentiment that FDR had to fight in order to secure US entry into WWII

President Bush’s efforts to rally Congress, the international community and the American people against Saddam Hussein recall the similar efforts of another president, Franklin D. Roosevelt, against the Axis powers prior to World War II and U.S. entry into the war.

...Resistance in Congress remained so strong that in September 1940, when Britain was fighting to survive, FDR had to resort to an executive agreement rather than legislation to make the “destroyer deal,” whereby the United States gave the British 50 aging destroyers in exchange for bases in the Western Hemisphere.

...First, FDR was right and his critics were wrong. Their record makes painful reading in the light of history...Second, the importance of determined presidential leadership, even in the face of congressional, media and popular opposition, can scarcely be exaggerated.

I think the analogy to Iraq is a little bit of a stretch (and, to Daniel's credit, he isn't trying to map the situations 1:1;  however that exercise is CLEARLY being thrust upon the reader).   Still, it's an interesting read.
