Several of my friends have heard me describe wireless protocols as "PhD level stuff".   There's just so much complexity around problems like roaming handoffs, power management, mobility, error management and so on that completely dwarfs many other comparable applications.  For example, I remember hearing that Windows v3.0 had about 2M lines of code and the considerably more advanced first rev of Windows NT equalled a CDMA phone at 6M lines of code.
